Carbon Monoxide Issue- ‘71 38 Commander Express

Since buying my commander, I have had an issue with carbon monoxide in the cockpit. It seems to build up especially bad in a head wind even when the all the windows and windshield are open. Does anyone have experience with this?

My 69, 42' Commander has drain scuppers in the cock pit/Helm. Exhaust would come up through the scuppers, probably due to faulty flappers. I blocked them when underway with a rubber drain stopper. Not sure if this is your issue.
